Well-intentioned people have unrealistic expectations about this. They don't appreciate the amount of resources the MHSAA would have to put into making this thing fly.
Tournaments which favor no teams through a seeding scheme cause fewer arguments.

Opponents see national events as symptomatic of the "select the best and forget the rest" virus that is infecting much of youth sports that is neither school-sponsored nor student-centered.
