The Michigan High School Athletic Association has not been standing still while the athletic transfer situation has devolved into an eyesore for educational athletics.
When the transfer rule was adopted, the world was different than today. In 1904, 1925, 1971, even 1981, it was both a different society and youth sports landscape.

Transfers by students for athletic reasons is a chronic, nationwide, reputation-damaging nuisance for high school sports.
These are real hardships that should embarrass those who suggest that sitting out school sports for a single contest or an entire career is a hardship.
